Free EDF Form Generator for Service Exporters

From 1 October 2026, every exporter of services files an Export Declaration Form (EDF) with their bank: one form covering all the export invoices raised in a month, due within 30 days after that month ends. October's invoices are due by 30 November.

The official form was written for goods as much as services, so half of it asks about shipping bills, ports and freight. This tool fills those as not applicable and asks only what a service exporter actually has: your details, your bank's AD code, and one row per invoice.

Download it in the RBI format, the Annex to FEMA 23(R)/2026-RB, or in the invoice-wise format some banks still hand out. Sign it and submit it the way your bank asks. Everything happens in your browser, and nothing you type is uploaded or stored.

What the EDF is

Regulation 3(2) of the Foreign Exchange Management (Export and Import of Goods and Services) Regulations, 2026 requires every exporter of services to give the "specified authority" an EDF stating the full export value of their services. For most freelancers and agencies, that authority is the bank where export payments land. The bank enters it into EDPMS, the RBI's export monitoring system, and closes the entry when the payment arrives.

There is no minimum value. A single small invoice is an export like a large one. Software exporters, who used to file SOFTEX forms, now use the same EDF.

When it is due

Within 30 days from the end of the month in which the invoice was raised. One EDF can cover every client you billed that month.

Exporters of services other than software may instead file on or before the date the payment arrives. Software here includes designs, drawings and audio/video, so most developers, designers and editors follow the monthly date.

What to put where

  • Type of export: Service. Mode of delivery: Internet. The tool sets both.
  • Shipping bill, ports, LEO date, freight, insurance, packing: goods-only. Printed as N/A.
  • GSTIN and PAN: GSTIN if you're registered; PAN either way. IE Code only if you have one.
  • AD code: your bank's Authorised Dealer code. Ask the bank's export or forex desk.
  • Net realisable value: what you expect to actually receive. Lower than the invoice if a platform fee or discount comes off.
  • Realise by: the declaration commits you to bringing the money in within the RBI's period. That's 9 months from the invoice date for services, or 12 if invoiced in rupees. The tool prints the earliest of those dates.

Which layout to download

The RBI published the form as the Annex to FEMA 23(R)/2026-RB. It puts services in one table (section 2B), one row per recipient. Some banks circulate an older layout that repeats an invoice block for each invoice, with a particulars table. Both carry the same information. If your bank gave you a form, match it; if it didn't, use the RBI format.

After you download

Sign it, then submit it to your bank by portal, email or at the branch, as it asks. Banks must publish their export process on their website, so search there for "export of services" or "EDPMS". Keep a copy with the month's invoices and FIRAs. When payments arrive, entries up to ₹10 lakh per invoice can be closed on your own declaration, quarterly if you like.

Frequently asked questions

Do freelancers need to file an EDF?

Yes. From 1 October 2026, Regulation 3(2) requires every exporter of services to file an EDF, with no minimum value. One EDF can cover all export invoices raised in a month, due within 30 days after that month ends.

Where do I submit the EDF?

With your Authorised Dealer bank, the one that receives your export payments (or the SEZ Development Commissioner if you're in an SEZ; software exporters can also use STPI). Each bank sets its own submission method, so ask whether it wants a portal upload, email or a physical copy.

What should I write for shipping bill, port and LEO date?

Nothing applies to a service delivered online. The tool prints those fields as not applicable and sets the mode of delivery to Internet.

What is the AD code?

The Authorised Dealer code your bank uses for foreign exchange transactions. The bank's export or forex desk can give it to you.

Which format should I download: RBI or invoice-wise?

If your bank gave you a form, match its layout. Otherwise use the RBI format, which follows the Annex to FEMA 23(R)/2026-RB. Both carry the same information.

Is SOFTEX still required for software exports?

No. For exports from 1 October 2026, software is declared on the same EDF as other services.

Is my data uploaded anywhere?

No. The form and the PDF are built on your device. Nothing you type is sent to us or stored, and the tool forgets everything when you close the tab.

Is this an official RBI form?

It reproduces the layout and declarations of the Export Declaration Form annexed to FEMA 23(R)/2026-RB. It is not issued by the RBI or your bank, and your bank may have its own process. The bank certifies the form, not this tool.
